cursor/plotting issues in design portion

Cursor/plotting issues in design portion. Cursor seems to be jumping instead of free flow.
This sounds like the snap mode could be set to "Snap to Grid". You can check this on the bottom right of your status bar in the "Snap" panel. Note that this should be set to "Connect" mode when drawing hydraulic items.
