Changing management does not clear BOM

I am having an issue with the BOM. Seems that whenever I clear the management and reassign flows that the bill of materials is showing 2x the quantities needed and or materials that are no longer needed with new management. Example: cleared management, reassigned flows for two sources instead of one, re-run mainline design. Design no longer requires 15" pipe. 15" pipe is still on BOM and quantities are incorrect.
