Hello, I'm changing my computer, but on the new computer I'm having this problem

Hi Rubem,
Only one of your dongles has been upgraded to run Version 21. Please send your locking code to your local support team to upgrade your 2nd dongle for Version 21.

I am having same problem , i sent the locking code and recieved licence code, licence upgrade , succesifully, still got the above error.
What could be the issue and solution
