Hi Kasra,
Where are you seeing this problem? Is it in a dialog or putting text on a plan? Pick a true type font (has a * next to the font name in the text dialog) that has the required character set.
It could be that Windows is not set up properly for this to happen. Check in the Control Panel | Regional and Language Options | Languages Tab - check the "Install files for complex script and right-to-left languages" check box.
Now click the Details button and go to the Advanced tab. Check the "Extend support of advanced text services for all programs" check box.
